How to develop an animal allegory of a current political scandal?

i'm not really sure what i'm supposed to do...but he assignment was to choose a current political scandal and develop an animal allegory. include the main characters from the novel "animal farm" by george orwell. i think it's supposed to be a short story? i'm not really sure....can someone please help me? :S
