The new ruling on violent video games how does it really affect us?

By the way it was shown in the media they made it seem like kids under 18 could get their fix on rated M games without an id. but for me sadly I heard from a friend who was at gamestop this morning trying to buy Fallout 3 but he was told he need and id which really confused and now I'm thinking that there will a short period I have to wait through till this all sets in
