What do you think Orwell was trying to say about Russia when he wrote Animal Farm?

It's a satire, he wasn't as much saying anything about Russia as he was making a parellel between the farm and Russia. But I could suppose he was saying the the leaders were pig like in their greed, most of the people were like sheep (because sheep are known to think as a herd not individuals) and the religious people were like lazy crows who did nothing to help but received extra benefits.
