Does anyone know what attribute contributes to hit percentage in Fallout 2?

Mine is horrible (Like %38) even when I'm right up on them. I need help on this issue if I'm going to be any good at combat. Also, does anyone have any S.P.E.C.I.A.L., Trait, Tag Skill suggestions for Fallout 2? Any help would be greatly appreciated.
