Runescape help question?

Well it depends on what you like to do... do like to do combat? if so get str. But not that many people will have 99 smithing no one really does it. What i think you should do is get both at the same time. NEVER go for a 99 straight through. When you get to a certain str or smithing lvl take a break and switch to the other. OR you will get bored and not want to do it. So i would set goals and get to a certain lvl then do the other skill. That is the best i could tell you.
